It's a World War Two era cartoon; unlike the Bush wars in Iraq and Afghanistan, the government was trying to PAY for the war as it took place, instead of borrow & spend & let the next president handle the crushing debts as the Republicans do these days.

I grew up watching this one and loved it except for the end with all the "making guns and tank and bombs and more guns and bombers" etc... I'd go around telling my parents to save for taxes and smash the axis, which I'm sure was hilarious.

Cartoons back in those days were usually shown along with commercials before movies in the cinemas, as such they were not meant for children, but fro adults.
