I don't know if the writers even realized how great (and realistic) of an episode this was. As someone who studied law, I used this episode in a paper once. A lot of times lawmakers (by their own confession) don't even read what they sign despite the fact that it affects so many people.
Elections are a popularity contest, and the clown with the biggest circus wins.
Batman could not hope to win an election with his morals. Even Robin knows Batman is being absurd here.
