This is the type of thing that liberals are always arguing for and conservatives are always arguing against. The argument against is either that it won't work or that it's wrong to just investing more money in poor areas (i.e., handouts to the poor). Obviously, it does work or at least can work when done right. Should we invest money to help the poor which helps all of society? As a liberal, I'd say we should. The problem is in the US conservatives would fight against it calling it socialism..
