2) Archer was one of the VICTIMS of the brawlers that night, & had facial injuries. In the video his friend in the dark checkered shirt can be seen going to get assistance from Constable Bowser, who then walks over to the victim. Why then does Bowser suddenly tell the victim to get on the ground, & pull out his cuffs to arrest a VICTIM? The police said to the press that "we dealt with the situation by simply arresting everyone involved (including victims)." Nice…

3) The Criminal Justice Branch media statement says that Bowser had reasonable grounds to arrest Archer, “having SEEN him fighting”. But in earlier press stories, I recall it was said that Bowser appeared on the scene AFTER the brawl had ended & officers were already subduing participants. So how could he have seen Archer fighting? And if somehow Bowser did see this, wasn’t Archer merely trying to defend himself from his attackers, not initiating a fight? Something stinks here.

4) The Calgary Police are still involved in a separate Police Act investigation into Bowser’s behavior, but they’ll probably clear him too. Archer & the other guy that was also kicked have both retained lawyer Richard Neary, & are suing Victoria Police for assault & breach of Charter Rights in civil court. It’ll be interesting to see the result. Meanwhile, this officer, whom many consider to be a bully, is still on the street.

I don't even think you know what goes on with whores. Honestly there are way more reasons why they do what they do, and besides that you make marijuana seem like heroin or meth(what there really addicted to) I really don't even think it's possible to be "so wrecked" that you don't know what's going on, haha catching aids from joints thats the dumbest thing I herd ha dude they get all the diseases from sharing needles for shooting up HEROIN!
I don't understand...administrative duty??? that's it??? police officers get the right to asault ppl and abuse their athority. instead of losing his job he gets a time out??? that asshole needs to be charged with police brutality and lose his job never to be able to work as an officer of any kind including a security guard at walmart !! No wonder ppl don't respect the police I am astonished and ashamed of the victoria police department and I'm from montreal!!! fire his ass!!!!

1) Feb 11, 2011 – I find it disturbing that Chris Bowser, the cop kicking Tyler Archer, was cleared of wrongdoing after an investigation by the Vancouver Police Dept & our government’s Criminal Justice Branch. No charges will be laid by Crown Counsel. Many feel the police can’t be trusted to investigate themselves, even though it was a different police force doing the investigating. A separate impartial civilian-based body should do these investigations, as is the case in many other countries.
