Umm secretary Reich. The global trade act wich is responsible for hundreds of companies and millions of jobs going to foreign countries was signed by Bill Clinton. Not George Bush. This bill was the anti stimulus device wich started the economic crisis we have today. When millions of people lose their jobs they don't buy goods wich causes more layoffs and forces more companies to leave America and on and on and on like a ripple in a pond. Thank you Bill Clinton.
