The US declared war on Iraq. It also declared a war 'against terrorism,' by marching into Afghanistan, that was the USA's idea. Those were wars started by the US. And look at what happened as a result of those two wars -- didn't find Osama, China is buying out your debt while former-middle class taxpayers live in tents.

The Japanese are United States allies and will do whatever is asked of them. The Chinese on the other hand will do what is in their interests even if it goes against the United States. As result China a potential rising world power is seen as a threat to U.S. hegemony in Asia while Japan is not.

Thode were wars, but the US did not "go to war." It sent troops. WWII was the last time the country went to war. And, if the country goes to war again, it can beat anybody.
