There's a murderer. He blows up a boat and kills the girl they're watching in this scene. The team of people watching her are using a wormhole to look into the past to find out who the murderer is.. Although the team insists that the wormhole can only be used for surveillance, Denzel insists on using it to actually travel into the past to stop the murderer before he kills everyone (including his love interest).

The explanation is pretty much complete. The rest of the scene is basically just rephrasing what you saw here...they're trying to find a murderer by looking into the past to see who did it, but Denzel wants to use the wormhole to actually stop the murder from happening (since he has a crush on the woman you see here and he wants her alive).

And if you still don't get it, just watch the friggin' movie, amateur.
