I think this is a little of both.
Bad- They are slamming the dog to the ground.
Good- they are training it. They need the dog to be tough to do the work. They can't put a wimpy, untrained dog to go chase someone that might kill it... It's like bootcamp but for a dog.

This is exactly why I started my website "positivepolicedogs" This is achieving nothing and is based on the dominance theory of dog training that arose out of David Mechs wolf studies of the seventies. Studies that he himself has spent the last 20 years trying to explain were flawed.
