Does Google try to return results based on signals other than popularity?

Does Google feel a responsibility to the public to return results that are truly based on a page's quality (assuming quality is determined by the accuracy of info on a page) as opposed to popularity? Jack, UK

Matt,
As you mention that Google wants to return the most accurate search results, then why do we sometimes see search results that are so outdated? I would think outdated results - especially those showing blog article authoring dates more than a few years old - should be placed in an archive somewhere rather than taking up space for more recent listings.

Hi Matt. My question is about domain aliases vs. 301 redirects. Are domain aliases good or bad for SEO?
We have two 'extra' domains redirected via a 301 directive in an .htaccess file. That means two extra hostings for a single htaccess file. Would not it be better that both domains were aliases of the main domain? Could this be penalized? (The main domain is well positioned)

This question goes well beyond just the semantics of search. It's becoming blatently apparent that even the simplest of algorithmic changes can weigh heavily on people's livelihoods. I know of numerous businesses that have been negatively affected by this most recent change (myself included) When sales are down 40%, and its your sole source of income, you quickly realise just how dangerous it is to be constantly telling people to "Google it". A broader search marketplace is desperately needed.

I think this video is more on addressing the latest penguin update. I am glad Matt is at least recognizing that it's creating a lot of problems for innocent webmaster. I hope the next update google will undo some of the damages that it had caused by penguin. I think google should just keep doing manual actions on spam sites instead of slapping everyone off using penguin update. Software is not people, it can never be good enough to determine what is legitimate website and what is spam site.
