I use a freeware graphic art program called GIMP. It's mainly used for graphics and editing but can also be used to create GIFs such as this one.

I still must ask you: where do you get the sound effects from? For instance, the sound effect from this video, when Ermac performs the upper cut, is the sound of Milennas' sai. How did you get as a single sound effect?
