This scam has actually been committed several times, including last year in California.

When you think about them, most scams do seem pretty stupid but people keep falling for this. Consider this: both Henry Ford and President Woodrow Wilson were conned by an inventor who said he had a water substitute for gasoline. That was during the oil crisis in 1916. These scams keep happening and people, even intelligent people, keep falling for them.
