@pokemon1359 Good god, the grammar and the spelling. But aside from that I get what you are saying. Coolant has nothing to do with it. Whistling like this is a minor issue, not necessarily a problem, just the fact that the turbos may need to be rearranged. Normally, you should hear some whistling, but nothing like this. Saying that your mechanics suck, is not justified, as they just do the work, they don't decide what gets done. Managing a transit authority is not easy.
I'd say it's very poor design on the air intake allowing the whine of the compressor stage of the turbo-charger to be heard.
Normally you'd use a couple of elbows and then into a large air intake box with the fresh air coming in at a right angle to the compressor connection which would muffle the sound.
no problem with these buses. NewFlyers and some NABIs are notorious for whistling. I forgot how it works but It has something to do with the catalyst. Its especially noticeable on hot days and when that engine gets hot.
bus seems to be suffering from some sort of mechanical issue, and the result is the creation of a unique whistling and "screeching" sound during acceleration.
@LESTERNIDOY now it's only on 403 routes since Canada Line replaced 98 B

the whistling sound is just like that. I see D60LFs every morning on the 403 route

It sounded like a blown turbo if I'm not mistaken...
