Hiropon is the main reason I mained Seth. They have increased the damage on Ultra 1 and the Hyakuretsukyaku (Arcade Edition). Currently I have a C rank with him and I'm shooting for C+. So, to sum it all up, Seth is not weak if you know how to use him.
