To understand this speech you need to understand the circumstances.
For over four week Republicans and Democrats in the Florida House has worked out a plan to help almost every child in the state with Autism get some coverage for their treatments. In addition, the plan also helped kids with other disabilities like Downs Syndrome.
But the Senate refused to take our plan. Instead they sent us a plan that only covered less than 20% of the kids with autism and did nothing for the other disabilities.
Just like the property tax bill that led to Amendment One, they sent it to us at the last minute so that our only option was to take it or leave it. In essence we either passed their bill and helped the 205 of kids with autism, or we did nothing and no one got coverage.
It was a tough choice. Especially since Representative (and now Senator) Andy Gardiner who helped put this plan together has a beautiful child with Down's Syndrome.
But in the end I think we did the right thing.
