when you purchase the phone and start it for the first time, you can't do ANYTHING untill you connect it to iTunes, and sign up for a contract with AT&T.
now since this isn't an option for international customers and those in the US wishing not to use AT&T, a solution to activate the phone without AT&T was made.
hopefully soon the simlock will be removed also allowing the phone to be used worldwide with any GSM provider.
