For me, form is not about winning competition. I wouldn't be happy even one bit if I won form competition, if I didn't win the sparring. Form to me, really is a way to learn the effective use of body so I can learn to generate the most power out of my 150lbs body. And I have been successful to some extent. I don't believe in blindly believing whatever the authorities(your instructor, kukkiwon etc) says without the proof that it works. I have to see the practicality in it myself, or it's no good.
You say that prolly becasue I actually try to make power when I do form. Ýes, it would be easy to make it look clean if you are just moving your arms and legs, but that would teach nothing. I don't believe in how other tkd people do form, I think it's useless. Form should teach you how to generate power with your body movement. It's a martial art training, not a dance.
You should see how a good karate/kungfu practitioner do a form. They know what they are doing.

it is good, but u have to realize that at most tournaments they are going to give the gold to the guy who makes it look all flashly..with power
