Why can't the U.S. negotiate a domestic solution to health care? Individuals are certainly responsible for their health. A wealthy society can also be responsible for its members. Is health care a primary right, or a personal responsibility?

the problem is you can police the societal obligation by taxing people. but, you can not police personal responsibility. that is why there should be a cap on how many others' healthcare a multi-millionaire/billionaire should have to pay for. is it really fair for one person to pay for several families while another cannot even cover himself? in other words, why should the innovator, who has already done so much for the country, have an even larger burden to bear?

The answer does NOT need to be an either/or solution. IMO, healthcare should be a societal obligation, and, to work properly, i.e., have the best possible outcome, MUST involve personal responsibility as well.
