1) Light rail in Norfolk exceeded expectations because the expectations were incredibly low. This is normally done on purpose in order to make light rail look like a success later. The fact is that the Tide services among the lowest number of riders for any national light rail line at 5k per day - 28th in the nation out of 35 light rail lines.
2) We don't need to extend to VB because Virginia Beach is a suburban community with low population density. It would cost 1 billion and not be used.

When the folks in Virginia Beach start refuting the Tea Party there, then Light Rail can and will go all the way to the Waterfront.
