This movie took major liberties. The Thugee had a lot more in common with the Bloods or the Crips than they did some evil cult. And in modern Hindu culture Kali is portrayed as a merciful and motherly character-she still represents death, but since Shiva represents life they're union is considered to represent the ultimate harmony of the universe.
