@tintinban: If you really want them to act neutrally you need to give them some autonomy. Currently all officers starting for a "SHO" to "DGP" are appointed by ministers and MLAs and then expecting them to work for the people instead if the politicians doesn't actually make any sense.
@tintinban: Delhi Police comes directly under home ministry and the top brass is appointed by the center govt itself on the basis of their performance(in chamchagiri).
And in any disciplinary force the lower level officers are bound to follow the orders of their seniors (even if its enough for some then also there will be a lot more to follow the orders and getting promoted for that).
So, expecting them to revolt in this case doesn't makes much sense.
It would have been more effective if policemen boycott to do their jobs, afterall they work only with bribes from common people, atleast as a favor in return won't they like to work with/for people for once.
Congress should be beware, they shouldn't have done this. Already in all muslim countries there has been and at present also, mass protests going on. More stronger leaders have been thrown away into the jails. Now is the time when India will see the power of SOCIAL WEBSITES.

@tintinban: Moreover it doesn't mean I am saying they will be honest then... but atleast more neutral.
For ensuring the honesty we need this Jan-Lokpal and exemplary actions against those who are indulged in it.
