She is a better singer, Jackson was not just a singer though. He believed in a total entertainment experience in the mold of the Golden age of American entertainment: singing, dancing, theatrics etc.
When it comes to this, no one in this generation was better. Whitney was the best pure singer of the post 60's American entertainment era by far.
