I suppose there are some issues with the system but the trains are there because the rules are that anyone can be there waiting for a train even if its not rush hour or any other particular time of the day.
Although there may be many trains they have been placed on duty for a reason and that schedule continues to work like that for every weekday and weekend. The same rules apply for buses and streetcars.

i agree the TTC should be better than it currently is for a city of its size, i mean seeing 4 buses coming at the same stop is absolutely annoying
