Even though Henry was free to marry and dismiss whomever he wanted (after making himself head of the Church of England), the situation was a bit more sticky with Anne of Cleves, as she was a foreign princess who was also seen as the key to a German Protestant alliance against the Holy Roman Empire. Henry blamed Cromwell for "creating" a difficult marriage to get out of, but Cromwell himself had never before seen Anne. But of course, Henry had to blame someone other than himself.
