please can anyone help i have one blue and one red female in my tank along with 6 neon tetra's and purchased a male siamese fighter, and he's been attcking my females fins and head, is this normal ?

It is in fact, completely normal, that a male will attack the females. I prefer keeping them separated in their own jars, where they can see each other, but not to touch or fight.
About breeding them, there are so many web sites with detailed information on how to do so, just google 'Breeding Betta splendens' or 'Breeding Siamese fighters'.
