The clock tower is suppose to chime loudly but it didn't for some reason. I hear that the sound card will glitch like that. my friends and I used to joke around and say along the lines of "Oh it looks like the Hatter will have to take in to be repaird" lol

i know , they should have had a small cutscene with an insane kid from the asylum run past alice and use one of the chairs to bounce to indicate that you could use them
