I wish I had seen this before I embarked on making a big costume out of Celluclay! Some of your tricks would've saved me some trouble.
Cellulay puts out an epic amount of fine dust if you are not careful. I mixed in a big bowl, with two pieces of plastic wrap overtop and wearing surgical gloves. But your technique seems so much better.
You don't mention one thing I found to work well: rolling the stuff out like pie crust, with a pastry roller.

Celluclay does put out alot of dust so using bags is a better approach, just be sure to use it up in a timely manner as it will spoil over time even if refrigerated.

can we do it by using paper, flour and water??

Sure by using more foil and cardboard you could use the "old school" paper strips, flour and water. I also like to use liquid starch as well, you could also use plaster a gauze.
