I am a fan of both of them, but I think Naruto wins. Here is some reasons. Shinobi are far more faster than wizards. Spells are incredibly slow, especially Avada Kadavra. Rasenshuriken is so strong that no ward in harry potter can block it. The reason is because rasenshuriken releases a near infinite amount of attacks when inside the wind sphere, remember the battle with Kakazu. Substitution jutsu can escape any spell. Some jutsu like Chibaku tensei are hard to escape...

@ArculusAmbleway Actually there are complex wand motions specific to each spell. As to Avada kedavra all I can think of is replacement jutsu before it hits. Maybe replace yourself with the caster so they die or susanoo and tsukiyumi
