Decentralization? I say textbook escalation. There were two of them why couldn't one cop move the guy away and calmly talk to him out of earshot of the woman? Letting him know his opinion mattered and that he would get a chance to tell his side of the story as well.The cops were also challenging his authority as manager in front of his employees--bad move. In their defense the police did not get the benefit of the office video; all they could see was the mark on her arm.

How did they break his neck. He seemed to be just fine getting up. Also, they did a basic leg sweep because he obviously wasn't listening to commands. Then, they even help him up. Such abusive police, I do say! This is ridiculous.
