Hey, not to sound like a smart ass here, BUT you can not make an efficient electric motor out of plastic parts. Those coils are wrapped around plastic....it must be something made of iron (steel) if it's to be magnetised, without it the coils are very weak and inefficient.
There needs to be an iron tube around the magnets. That's why it doesn't cog. Even if it did start now, it would be weak and possibly overload the ESC and the motor itself. High inductance is necessary so that the motor doesn't behave like a short circuit.

the reason it dont work because you didnt make the part thats the wire wraps around metal its just plastic
