Never boil off the alcohol!

While alcohol does "boil off", the process is by no means instantaneous - depending on how long you leave the wine mulling in the percolator, there may still be a reasonable percentage of the ethanol left.

@mrbobandu Alcohol evaporates well below boiling point, hence the alcohol is boiled off. Alcohol boils away at 78.4° Celsius (173.1° Fahrenheit), well below 100° C (212° F). Most percolators, like the one he used, operate around 90.5° C and 93.3° C (195° F and 200° F).

Heating wine, as with all hard drinks, removes the alcohol (or at least most of it).

Tried this with an electric percolator and it brewed and stopped. Wish he would be a little more specific about the percolating portion. Sad me.
