So, from the US here, what is the issue. Does the government make it ridiculously expensive to dispose of refuse and then make it out like they're fouled when people dump garbage randomly to avoid paying? With the tax burden there, the solution is simple - make it less costly for someone to dump properly. Else, it isn't going to stop happening, and you'll waste resources ridiculously trying to catch dumpers.
