On October 5, 2011, Panelists Jameel Jaffer, Director of the ACLU National Security Project and Michael Leiter, former Director of the National Counterterrorism Center discussed "The State of the Threat: Ten Years After 9/11." Questions they addressed included: Have we achieved the proper balance between protecting our national security and respecting civil liberties? As the so-called war on terror enters its second decade, do we have the right legal authorities and constraints in place?
