Pre-emptive nuke strike an option for Russia?

Russia is reviewing its policy on the use of nuclear weapons, but will reserve the right for a pre-emptive strike if its security is under threat.
That's according to Nikolay Patrushev - the secretary of the Russian Security Council.

Russai wants to start a war. They actually like the idea of the USA fighting small squirmishes..gives them more of a right to do a first strike. They can say USA caused it and they were defending themselves. They would hit USA military sites saying they defended themselves. 10% of population dies in a numclear war. Not 100%. much or rural and suburban area will survive. that is the secret of nuclear. It goes away in 2 weeks from radioactive. that is the other issue.

99% of all Russians nukes are probably duds. Missiles require maintenance witch I seriously doubt they have been given sense the end of the cold war due to lack of money. Russia has so many missiles pointed bu the US and NATO country's their would be nothing left but a pile of ash. I don't think their will be many of them left after this winter anyway. @52111centrumcz O ya one more thing. you said 101st couldn't fight against tanks I told you about the battle of the Bulge. But I wanted to add this.. ANY well trained Airborne Unit can take on tanks Airborne is meant to be Cut off from their lines! plus in this day and age there is a thing called RPG's and missile Launchers.
