There is a command you can use which overrides the limitations. That's how I can play so smoothly with so maxed out settings and easily outperform in terms of graphics mainly the consoles as always.
The XBOX360 (and the PS3) don't look nearly as good as the PC does.
Take GTA IV for example. The consoles run it at low textures, medium rendering quality and the rest below 30. And it does stutter at times. A PC (such as mine) can run it at high textures, highest rendering quality and the rest at 50 +-.

mid-high end pc gaming will ALWAYS be better than the ps3/360 in terms of graphics and gameplay.
