Buddy, I'm training to take the POST exam, so don't mistake me for a "fuck the police" type of person. I understand human reaction and the stress upon officers which make some not nice to deal with. But you cannot hide behind a badge for an action THAT excessive. Empty one full clip, extremely nervous reaction maybe. But to reload and empty? Thats extreme aggression, not nerves.

9 mm semi-auto, yeah 15 rounds can go fast, but you have to be one trigger happy mother to disregard safety of bystanders to spray 15-17 rounds, reload, and continue to squeeze of another 15. Cops are just people and they make mistakes too, but 31 shots is an intent to annihilate, not diffuse.
