bro, i had the same problem here in russia, i bought my tabla from some russian guy, i just luckily saw in our social network that he sells it.
now i am sure that it's easy to buy tabla, there are lots of people who is interested in indian culture or ethnic drums, they go to india often and bring those things there, also it is possible to buy it in the indian embassy, or you can meet people in embassy who would help you.
