You mention that it doesn't glue because it's so freaking porous.
I'm affraid you got it the other way round: Because it's non-porous the glue doesn't come into contact with oxygen, which it needs to set.
Scoring and scratching the foam plates before applying glue would have done the trick.

Use a hot glue gun with hot glue. it works like a charm, thats how i make my stuff.

Agree universities do some retarded things. Like opening online registration at 8am but not opening the office to register until 9am. All the classes you need fill up in that one hour.

liquid nail is the best...there is actually a insulation glue that is made specifically for foam. Ask at Lowes or Home Depot. This glue is used in a cauking type gun... works great

yeah, i forgot to mention. you need a "low temperature" hot glue gun, because you don't want to melt the foam too much.
