the scariest urban legend photo i have ever seen was a old time looking photo with a man and behind the man was a bird standing up it was like 20 feet tall and its wings were like 100 feet long

No not at Hart Plaza, It was at Wayne State Campus Area during the Art Festival in the Fall of 2007. The group that does this is from the Netherlands I think.
The Giant Birds have guys inside that are walking on stilts and controlling the head and neck with a series of cables. The sound effects that sound like otherworldly bird shrieks are coming from a sound system inside the costume. It was really realistic in person. I even saw some people run away and scream .

Yeah the Guy on the stilts was very "bad ass", he would come up on some people in the crowd that didn't realize he was there until they saw his "wings" and then the look on their faces when they looked up and saw him was hilarious! One guy ran away at first it was great!
