do you have to get a black belt in tang soo do before you train in hwa rang do

Well, it's Tae Soo Do and Tang Soo Do and they are not the same. Also, Tae Soo Do is not the old name for Tae Kwon Do. It means something completely different. In Korean there are words that sound the same but means completely different, depending on it's context.

And yes, you must first graduate ffomr the Tae Soo Do program before you can advance and learn Hwa Rang Do.
