This is one of the most efficient models of wave energy capture devices. Their smaller size allows them to be replaced cost effectively after sea water ravages them over time.
Of course, the majority of the expenses for these types of projects will be spent securing the devices to the ocean floor and building the transmission system to get the energy produced out at sea back to the urban centers where people live.
These kinds of systems can power our largest coastal cities, NY, LA, SF, etc...
