Here is what I think is best way. Have locking skewers that require special key... Then have a New York Kryptonite Lock and a 7 foot thick cable to lock wheels together. Use Kryptonite to lock only frame and connect the cable to U lock

if all else fails, wrap your bike in barb wire or best yet, have a rottweiler on guard.

@SmartAmerican1, I had the same dilemna. My bike shop installed a cable onto the frame of the seat and attached it to the frame. You can lift the seat up and down but it won't come off unless you take the entire underside of the set apart. Thieves just want a quick grab and will walk away if they see this.

near the end it says "2 kinds of locks require 2 kinds of tools & thieves only carry one tool." but then it shows a bike locked up by a u-lock with cables attached to it. the cables are not independently locked, so breaking the u-lock will get them off too. only takes one tool for this example.
