Did you make the Surge Mod for X-Men Legends II?

She seems too powerful.

@LegendaryAnimation She has all attacks unlocked so she can use her powerful attacks which do enough damage to kill the enemies she faces at this point in the game. When unlocked the normal way they're quite balanced.

Thanks! To be honest Storm and Surge are different in that they get their electrical powers from different sources:

-Storm uses the weather

-Surge builds it up in her body over time

So I feel that Surge has more raw power with her powers whilst Storm has more control and variety.
