Rep. Matt Wingard (R-Wilsonville) rose on the House Floor on April 22 to honor the Oregon Connections Academy (ORCA), a Scio-based online charter school that enables 2,600 students to learn in a non-traditional setting. Thanks to ORCA's effective curiculum and qualified educators, ORCA is helping many kids who might not be able to succeed in traditional bricks-and-mortor schools. Though ORCA already meets state standards, Rep. Wingard addresses the threat of excessive regulations on on-line schools. This session, the Legislature is considering legislation that could "over-regulate" ORCA out of existence.
