And yes indeed it is but the title "雪の少女" means "Girl of snow" Or "Yuki No Shoujo" which is used as a Bgm in Kanon anime. So, It has absolutely no relations to the song itself nor the singer, other examples can be found by searching "雪の少女" here on youtube XD
