Since Chomsky is talking about humanity which is largely non rational and resists measurement, I'd say acknowledging the overwhelming similarities among ethnic groups is more important than any slight differences, which are only cultural in nature.

To assume that there are no moral or intellectual differences between the ethnic groups of humanity is existential presumption, and reckless opining. The future depends on the quality of our children.
