Wow, nice picture of The Velvets, I've never seen that one and I've seen lots of them!
This to me sounds like Lou Reed solo, with The Tots, before Rock'n'Roll Animal proper, in late 1973, with the gigs at The Academy Of Music in New York, with Dick Wagner & Steve Hunter, etc..

Its the SONG Sister Ray from WL/WH, but its not the version from that album.
