It's a looming topic for some in the US Great Lakes states too. Glad to see that there was a post-film discussion to field concerns to the film-makers.
The US Green Building Council (USGBC--it's a non-profit org) has various standards and recommendations that can be viewed/used by the public. You should find something useful there too.
Conservation aside, implementing pervious pavement ordinances in your city would be a substantial step in boosting groundwater recharge and filtration.

hey u live in canada right, by any chance would u live in ONtario, by the great lakes. Basically part of the trade agreement we have with the US says that if they run out of water, we have to give them ours, from the arctic and great lakes. and there is nothing we can do about it. So our priceless water reserves will be supporting useless desert cities like Las Vegas, Phoenix, Houston, etc.

Check out what theyve found on Mars. It once had a huge lake, now its a canyon. Where DID the water go? Straight out a hole in the ozone layer it once had? DONT BUY BOTTLED WATER!! The plastic alone is such a waste of resources.
