mine had a plastic ring filled with water. I think it's a counter weight to keep load in balance.

A word of advise...Make shure you remove a rubber plug and empty iron beads used as weight at the top, (will explode hot beads), I know from experience. Friends new fireplace got my whole family, thankfully no-one was seriously hurt, jst burnt skin and hair.
Was an old top load washer tub. Again, look for a rubber plug, remove and empty iron beads.

I have plans to turn it into an outdoor cooker with a billy crane(pot hanger)for dutch ovens.Using smooth round stock or rebar.
