Actually music is mastered at higher level's because the standard for radio play back has changed and record company's are too lazy to produce both a radio master and a sale's master, The standard used to be about -4 Decibels but recently changed to around 0 Decibel's, As that's the highest you can go without clipping

Even though I don't listen to things loud, and I don't have the volume all the way up anyway, I still turned down the volume a little more at 45 seconds. {Listening through ear phones}
