Well, these BASTARDS in particular obtained a permit and permission, BEFORE they planned their hunt, from the government agency that sends those poachers to jail. Poachers are those who go out and hunt what they want, when and where they have not been given permission to do so. They are breaking the law, these men, both black and white, are obeying it... as a result, they "roam free", as you say.

These hunters pay a large price for this, and if there was a concern with low numbers, it wouldn't be done. Comparing legal hunters to poachers is foolish, and immature.
